Well let’s see if the clutch is operating correctly and if it is then you concentrate on the control side…ie…is the PCM providing the ground for the relay coil to function ??…if not then could be low refrigerant or an input problem.

Lets see why you are not getting 12 volts at the fuse first.
i jumped from the positive terminal of the battery to 87 on the relay and I hear a click and an audible change from the engine bay, but the compressor is not spinning.
Ok, getting late here so pick this up tomorrow…do you know if your EBCM (Electronic Brake Control Module) is mounted on the rear or front of the car ??..2 different wiring diagrams for each !!…rear mounted below.

REAR!! Not front. I’m sorry, I assumed it was where the brake fluid container was.
Ok, here is rear mounted EBCM wiring…if you applied power to terminal 87 and the clutch engaged we know “that” part of the circuit is good…recheck for 12 volts at fuse 24…did you check both sides of the fuse for 12 volts with a DVOM ??…pick this up tomorrow unless someone else wants to jump in !!

I just realized my mistake. The voltage is all fine. I was measuring in AC instead of DC…. Stupid mistake
If you did this while the engine was running the control side is not working…if you jumped 87 to power and the clutch “pulled in” the clutch is fine…I’ll show you how to check control side tomorrow…could be low refrigerant or an input problem !!…if you remove the relay and run the engine and jump 87 and 30 the clutch should engage.
