Default Reduced power gremlin

Good afternoon! I've had this 1997 c5 for about a month. Previous owner didn't take good care of it , but I got it at a good deal. I've been replacing parts that were broke or not working. So my issue is reduced power. I get NO codes when it goes into this. Also, when I turn off the traction control car runs fine and can drive it anywhere. I've checked, cleaned grounds. Checked wiring, looks great. I bought tac module , because a mechanic said that was probably the issue. Nope, still doing the reduced power thing. Like I said before, I turn off traction control, car runs great and no reduced power. If I turn traction control back on, could run great for an hour or go right back to reduced power. Any advise? Does it ever show any codes? Maybe something wrong with whatever stores or displays the codes.
Are you running with a scan tool connected and logging or are you depending on the car storing the codes and showing them to you later?

I had a Reduced power situation in my car earlier this year that did not show a Check Engine Light. Turns out the bulb was burnt out in the dash. I found out once I plugged in a datalogger and recreated my Reduced Power situation, and the datalogger showed me the codes.

....of course those codes could have been pulled directly from the DIC anytime.

Im sorry, i needed to explain a bit more. It gets codes, only code I have is rear oxygen sensor and tpms sensors. That's all. Nothing explaining the traction control issue. As it goes into reduced power it will say " traction control active". Then it goes to reduced power until I turn off the traction control.

The check engine light works, its on right now due to the o2 sensor. When it goes into reduced power it states that traction control is active hence the reduced power. When I turn off the traction control, csr runs fine.
