When I did my bars had the tires on the ground. That would seem the way to go.
You might want to use ramps, as you'll want the tires in the "loaded" position, but you'll also need some room to work. OR, you could disconnect the links, with the wheels loaded, to make it easier, then lift the car, to R&R the bars, then back on the ramps to connect the links.
Wanted to revisit this thread... to give a definitive answer.
AFE got back in contact with me. The correct procedure is to have the vehicle\wheels on its weight, NOT lifted. Then adjust the end-links to a neutral length.
The short version is... the should be no pre-load.
