Default Do I need a new ECU or IPC

So I am having an issue getting my car smogged. I keep getting told that I need to drive my car more because the computer is not learning. I have driven the car several times now some in city driving and some freeway driving and it still hasn't relearned the codes. This leads me to think that I might have a bad ECU even though the car drives perfectly! but I do have another issue with the car. the IPC doesn't work right. It keeps switching from US standard to metric on it's own. There is no rhyme or reason to when it switches. On top of that the buttons on the side of the IPC do not work. When I hit the e/m button.....nothing if I hit reset, nothing.....if I hit the fuel button nothing. None of the buttons work at all. Could this cause the ECU to not learn since it is not reading metric/US correctly? It is still clocking mileage but half the time it is showing in KM and half the time it is reading in MPH. I know I need to get the IPC replaced and I intend to but if I need to get a new ECU then money needs to go to that first so I can renew my registration (which is now past due)

It is most likely the Evap Readiness Monitor that is not ready and that is the monitor that is the hardest to run and show completed because of the way the car has to be driven and other things like keeping the gas tank between 1/4 and 3/4 full…in California you can have one of these monitors not ready and that one is EVAP…if you have more than just the EVAP you will have to get that one investigated or run the EVAP correctly under that specific drive cycle…if you know someone who has a factory level or similar aftermarket scan tool they can do a “Service Bay Test” and bypass most of the conditions needed to run the test…when I had my 2001 and I did it once it took less than 5 minutes.

Here are the steps needed to run the test taken from Service Info and must be driven EXACTLY as spelled out !!…start at step 5.

Step 6 refers to the fuel level…between 3 and 17 gallons and IAT and ECT within a certain temperature of each other…you can check both temp sensors with the key on after the car sits overnight.
