It could be the pendulum, or it could be just the webbing bound up. Is your car sitting fairly level? It takes surprisingly little tilt to lock the retractor. If you grasp the buckle and give it a tug it should pull out a very small amount, perhaps 1/16th”. Let it retract about half that, and you should hear a very little ‘click’. Pull again and it should come out another 1/16th. Repeat ad infinitum, and you can get the entire belt out of the retractor. Once you have it all the way out, you can blow some compressed air into the retractor to loosen any debris and even clean the belt if it’s stiff and soiled. Twenty plus years can be shocking to peruse.
