That's what mine did when the gears stripped. Think it works by closing headlights until it bottoms out, motor current spikes, control module sees high current and turns off power. If gears are stripped when it bottoms, it doesn't hit high current (in the allowed time), then reverses by default causing light to pop back up.

If your friend replaces gears, get brass gears.

My C5 was doing that a month after I bought it, the gears are made out of plastic and go bad. Tell him to get the brass replacement kit from Vette Nuts!
