I found this rubber in my HB.
Is it evidence of degradation?
I guess I am going to start planning.

Where exactly did you find that? That doesn't look like rubber from the balancer to me at all.

From the pic you posted, I don't think you have an issue. I have no idea where that piece of debris came from.

The yellow paint mark still looks good. If it's not wobbling and the paint indicates the inner and outer pieces are not moving relative to one another I would not be concerned.
But don't go digging around trying to pull more rubber out.
