My bad I meant the purple wire that goes to the starter solenoid and the yellow for the neutral switch is NOT getting voltage when trying to start the car.

Still not following. You said the following have 12 volts from and across when the key is in start:
-IGN2 fuse
-CRK fuse

If this is true, then you have to check the park neutral position switch. You should have 12 volts with the key to start of the PNP purple wire terminal E. Have you checked that?

Did you check the neutral safety switch the old fashioned way . Smack it in gear and back to park, turn key. put in neutral , turn key. repeat multiple times.

I have try to start it on neutral but nothing happens. Is there any way to test the neutral safety switch without getting under the car.

I don't belive you have to get underneath the car, but rather remove the console to get access to the neutral safety switch. Before doing so have you checked for 12v at the TDR, using standard DVM leads you can insert them into the TDR socket across the yellow and yellow black strip wires. The Ignition switch should of course be held in the start position. If you see zero volts it may be because you don't have a ground on the yellow black stripped wire, there has to be a difference in potential when measuring voltage.

So I just tried measuring the resistance of the ground wire the yellow and black wire from the TDR and I am not getting no readings like there is no ground or the ground is bad. Does this ground go to the BCM. I connected one prong of the multimeter to the yellow/black wire and the other one to another ground and I try to start it but no resistance on the meter is showing.

You dont need the bcm to give you ground to see 12 v at the yellow on the relay unless you were using yellow/black for your meters ground. If he gets 12v at the yellow and the relay doesnt actuate, than its bad or the bcm isnt grounding it. For him. hold the relay and have someone turn the key. He should feel it actuate or not. I understand what your saying. Just trying to keep it simple for someone without experience.

So I tested the yellow wire from the TDR with a different ground and I’m still not getting any voltage when trying to start I also do not hear or feel the relay actuate or click.

So you may very well have something wrong at the park/neutral safety switch at the transmission, should be able to jumper it to verify.

As I have previously mentioned, I am unfamiliar with automatics, but you should have a wire harness and a connector that somehow plugs into the neutral safety switch.

If the PNP is in question, why not just jump C1 and C2 of the TDR connector? As long as the trans is really in park.....

OK, I connected the C1 and C2 connections and gave the yellow wire voltage and the car still isn’t starting. Does this mean that it’s the neutral safety switch thats Not working.

By jumpering C1 to C2 you are providing 12v directly to the TDR coil and completely bypassing the neutral safety switch. Somebody posted the starter wiring diagram do you know how to read a wiring diagram? In order for the TDR to energize you need 12v and ground across the relay coil, the yellow and yellow black strip wires. You might try placing a separate ground wire with the yellow black strip wire and try jumpering C1 to C2, if that doesn't work I would replace the TDR.

How did you make the connection to C1 and C2. Be specific on "not starting". Does the engine crank?

It ended up being a broken shifter cable and the car was stuck in reverse. 🫠 thanks to everyone for the help.
