I changed out the A/C module twice thinking that would fix the air not blowing continuously when on max. If I hit a bump it fluctuates from high to a lower level of air, my mechanics took apart the dash and still can’t find the problem. He changed out the blender door and actuator.. any suggestions?

By "A/C module", do you mean you have dual zone climate control with a digital display? In any case, I don't know what they were hunting for in the dash. The control panel, blower motor module, and blower motor will dictate the blower motor operating with a full 12v input. Air delivery is a separate issue.
Correct, I had it sent off to get refurbished and the second one I just bought brand new. After he installed it, I drove it home and sure enough it did the same thing.. I changed out the blower motor once years ago. I wasn’t sure if it might be the seven grounds that the C5 has wasn’t sure if that was causing possibly the issue. my mechanic said there were two codes in each code he cleared, but again it blows normal for a while then it decreases, and when you hit a bump, it will actually start blowing faster.

I believe what's happening is the direction of airflow is moving because of a vacuum issue. The mode door works off of vacuum not electrical power.

Step 1 : is the blower running at full speed when the control panel is set to max and does it maintain. If so, troubleshooting delivery is next.
If you determine that it is a mode switching issue and not blower motor speed control, there are some excellent threads in the past year that describe how the forum members identified and fixed the vacuum mode change issue.
