Default Shocks inoperable max speed 80mph

Hey ALL! Hopefully someone can explain something to me and might help others in the process! For like the last 6-8 months when I would start my 99 base model...it would give me a fault and say shocks inoperable max speed 80 mph! I recently to it to my local shop to have the AC looked at. Found out the blend door actuators were damaged. The shop disconnected the battery for about 15 minutes and when they reconnected it...it went into a security issue and would not start. I even took my 2nd key fob down but wouldn't work also. They then disconnected the battery again and performed an OLD SCHOOL trick by touching the negative and positive wires together for about 15 seconds! This fixed the security issue BUT it seems like it also fixed the shocks inoperable max speed 80 mph! I have not had this fault come up since I got it back from the shop. I also don't get my traction control/ ABS faults anymore! The only issue I have is that I can't program my key fobs anymore? What would touching the negative and positive cables do to fix these faults? Thanks in advance!
