My old reservoir leaked there, put on a new Dorman.
Looking close at the old one that plastic nipple was cracked pretty severe, and inside it was a small brass or copper tube that was pushing out.
Thinking the brass tube is to reinforce the plastic nipple and over the years it pushed out of nipple, allowing vibrations from going down the road to crack the plastic.
At first thought I broke it leaning over the car but think vibrations caused the crack.
Could be any of the above. Could also be the hose is worn out (squished excessively) and no longer sealing well.
Several months ago my C5Z's reservoir suddenly started leaking. Ended up on a huge rabbit hole and did a whole cooling system refresh... radiator, water pump, all cooling system hoses.
Also prior to filling with coolant I bought and used a cooling system leak test tool which pressurizes the cooling system. It helped me locate several minor leaks where some smaller hoses weren't sealing well at the ends (even with different clamps), and this led to the full replacement of hoses.
I had a leak in that same place, the reservoir nipple was cracked and it was leaking from there. I replaced the whole reservoir, very easy job. If I remember correctly it was 3 bolts and 3 hose connections.
My coolant reservoir started to leak a few years ago while GM still made them- replaced.
Than this year the little coolant hoses running underneath the reservoir cracked spraying the engine with coolant. Coolant stains all plastic if not cleaned promptly.
i say...get all your coolant and heater hoses replaced, new reservoir ( discontinued) new radiator. Then new thermostat.
Last thing you want is your car starting to overheat and see coolant all over the engine...they will burst one day. Your car is 25 yo.
I did all that with the exception of water pump. I got 96,000 miles.
