is there any difference in the stock height(gap from bottom of fender to top of tire)of a base sus. and Z51, on my vette a have right at a 2" gap between wheel and bottom of fender well all the way around, does this sound right for a stock clearence or after the bolts were turned to lower it, im not sure if it was lowered since i bought it as is, where my buddys vette base sus. after lowered has 3" gap front and longer bolts in rear giving him 1.5" gap.

My 'Vette with it's base suspension was really high from the factory. I've since lowered it to the bolt stops-and it was still higher than most non-lowered factory cars!!
I think the Z51's are a little lower from the factory-but can't be sure.
Also, I think time and miles let's the car settle a bit. Mine seems to have gotten a bit lower.
It soes sound lowered though. Check your tire wear and it may be need to be realligned if the other guy didn't do it.
had had an allignment done when i bought the car and just put on nitto's this week, your right though sounds like a mystery by the way mine is a 01 coupe and my buddys is a 00 coupe dont think that matters though, i also know that my front bushing are not cut and a still had the original bolts in the rear.
