The difference is loose vs spinning. A certain big name WC champion has been accused of having it on his car in the past. When a car gets loose the driver has to back out of the throttle and lose a lot of momentum. The racing TC backs out just enough to counteract the loose condition and the driver never lifts.
As I said above I have autocrossed the 97 with it on and the only thing it does some of the time is kill too much power due to the aggressive nature of the algorithm in the controller. However, all that did was spoil my time. Even on sharp/wet corners with fairly high speeds through the corner I never came close to losing control of the car. It can be a pretty violent reaction when it cuts in but the car does go where you are pointing it.
