Wiper Problem
I came back out after woork and start car the wipers won't turn off.
I can adjust the speeds however when I switch to off they stay on intermittently. This is on a 1999 C5 Coupe
Any Ideas? and how difficult of a fix is it?

The Pulse board, or the controller, is integrated into the wiper motor.
The switch on the column is merely a ground with a bunch of resistors in it.
There is an IC timer inside the module and the varied resistance through the ground (switch) makes the timer go longer or shorter between pulses based on your setting. There are different positions for low and high wipe.
Most likely your problem is in the wiper motor itself.
Moisture has probably gotten in there and ruined something.
I have not seen that problem myself, proper diagnosis should be done but if you don't want to deal with it, I would say replacing the wiper motor and pulse board (usually serviced as one unit) should take care of your problem.
Probably not a cheap proposition.
Again, I haven't done one yet on a C5.
Switches fail even more rarely.
