Default Flat tire feeling when turning tight slowly

When I'm in the parking garage and turning sharply and moving slowly, like after backing out of a space, it feels like the front wheels are not working together. There is a noticable bump ever half roatation or so, almost like one of the tires is flat. The parking garage is slick so it's like the one of the tires is binding up and then slips. The tires are new Kuhmo non-run-flats and my old EMT's did the same thing.

Is this something inherent about the 'vette alignment, a side effect of large, low profile tires in front, or perhaps a problem with the alignment?
