The Automatic HVAC control does not have a light in the OFF button. The buttons that do have lamps look like they're LEDs, so they should never "burn out".

In your original post you said the OFF button is burned out. The OFF button DOES NOT have a light in it. :banghead:
If another button is not lighting up (be specific, which one is not working??) then no, they do not come out, the panel is serviced as a unit. However, it may not be a burned out light (they can't burn out - they're LEDs) but rather a problem somewhere in the HVAC system. Check the car for DTCs, especially something like a P1546, which would indicate that the A/C compressor clutch is not being engaged, in which case the A/C light will not come on.
