The lumbar support is an inflatable bag behind the seat cusion and leather. My guess, since you're hearing the motor, is that either a plastic tube that provides air to the bag has become disconnected or there is a physical cut/break somewhere in the bag or tube. Here's a picture where you can see the bag (or bladder, or who knows what it's called):

If the problem is in the middle of the seat back, then you can check it out without having to remove the seat. Go here, and look at steps 6a through 8c: http://www.vetteessentials.com/instr...r_removal.html
If it's elsewhere in one of the other supports, those same directions should still show you how to get to it. Good luck. :seeya
