I don't believe you even need the Z06 screens (after the fog-light shrouds you have pictured are installed), unless you like the look.
But to answer your question, NO -- they do not **need** to be installed first. However, not having the Z06 screens there will give you more arm room (as mentioned above) when doing to the fog light shrouds.

I just pulled out my fog light shrouds and put in the Z06 screens without putting in cold air screens.
