For a 2000, the car should be stopped in order to activate it. Stop the car, press the button for 5 sec and it's engaged. The DIC will confirm that it is activated.
If you dont have it, you'll be waiting for a while - a long while.

The button on your console does a few different things. If you have Active Handling, the button engages and disengages this option. It also places the car in Competition Mode, which disables Traction Control but still keeps the Active Handling enabled. If you don't have Active Handling, this button will only cycle the Traction Control on and off.
The RPO label in your glovebox will show JL4 if you have the Active Handling. This was a $500 option in 2000, so not every C5 made that year has it. Only 64% of the coupes had the Active Handling option in '00.
If you have the JL4, then you need to be completely stopped and hold the button for about 5 seconds. Competition Mode should display on the DIC.
If you have Active Handling plus your working the button correctly, you should be able to engage Competition Mode. If it doesn't work, you may have a problem. Does the button cycle the little car icon light on your dash when you press it on or off?? What does the DIC say when you do this???

Back in 00 the JL4 option was $500 (for me), you may not have it. All this to say it was not standard on all cars, only 64% of coupes, 74% of conv and 53% of FRC's have it.
