The turn signal and emergency flasher is located behind the center AC vent. One way to change the signal bulbs is to remove the shroud from around the pop-up headlights and you can reach in from there.
You sure do and it's a major project. If it's a turn signal problem you're having 95% of the time it's a bulb or the harness in the steering column. If your emergency flashers are working then chances are it's not the flasher switch that's the cause. When the flasher switch goes it affects both signals and the emergency flashers.
The problem I am having is with the turn signals. when I am in the car sometimes I can hear the flasher clicking even though the turn signals are not on, and when I turn on the drivers side turn signal it flashes real fast with the parking or headlights on, but the front does not flash at all with the park or headlights on, I've changed the front bulb and this makes no difference. I can still hear the flasher clicking every once in a while, if I fiddle around with the turn signal stalk it will stop. If you are going to say its in the turn signal switch, could you give me some direction on how to remove the steering wheel to get to it, thanks for your help so far. By the way I had to put the car up on the lift and remove the bottom cover to get to the front turn signal bulb, even with the headlight cover off I still couldn't get my fat arm down there, I did manage to get it in enough to remove the bulb, but there was no way I was going to get the bulb back in that way.
Did you check the rear bulbs? Can't help you on how to remove the steering wheel. I had the Dealer do mine on the column, not a big deal labor wise but the part is expensive. The Dealer was able to diagnose the problem quickly. I know someone else on this forum can help do it yourself.
