When you say track do you mean track or strip? That would help. For the track it's going to vary a lot depending on the nature of the event. Rule #1 is usually obey the directions and instructions of any track worker.
You might get a more focused group responding to your questions if you posted over on the Autocrossing & Roadracing or Drag Racing fora.

Got Ya..............I was thinking of the Strip. I hear about bars for different times, helmets ect.

Get ahold of the strip you want to run and talk to them, most tracks have a test-n-tune night where the rules are a little more relaxed for the street cars but you'll definitely need a helmet either way.
Go as fast as you can, they will let you know when you are exceeding the rules. Belive me I know. Oh yeah when they tell you not to come back without a roll cage let me know, I am waiting for enough of us to get the boot so a group purchase on roll cages can be done.
Okies, strip then that helps. Helmet at pretty much any strip, and these days usually looking for Snell 95 certification as a minimum. Most tracks if you crack into 11 seconds they want roll bar and 9 seconds roll cage - that's basic NHRA template. This assumes you aren't in a convert, as they are more aggresive there with rollbar/rollcage.
Only pass on the straights after a signal from the car to be passed!
No passing under brakes
No passing in turns
Drive under control at all times
Obey flags at corner worker stands
But I suspect you mean STRIP rules not TRACK rules
