Default Cooling question

I installed an adjustable fan relay into the harness with a temp probe at the radiator and it did help bring the temp down to the thermostat opening temp. 192, but only at night and when the hot temps broke here in Vegas. Preparing for next summer I installed the Be Cool two row, a Hypertech 180 and tried to load the software from my Hypertech Programer but the software or firmware upload failed. You would imagine that the temps should have dropped. At least to the setting that I selected on the adjustable fan relay. But now it's running at a higher temp than before. About 208 to 212. I've checked many things but I'll take all suggestions. I changed the thermostat 3 times, bought an aditional 180 thermo, boiled water on the stove and dropped in the thermo to make sure, checked the integrity of the coolant and used the orange stuff, no collapsed hoses, checked belt tension and low speed fan operation.
Any ideas?
I'm stumped.

Air in system in my guess. You should turn on both fans at 200* and off at 192-195.

Make sure you don't have any of those Las Vegas "flyers" that they hand out (or something else) stuck to the front of your radiator.

Ya, I know, you'll have to get down on your knees and look up under the ground effects. Bummer.

The hypertech Programmer isn't working in order to turn on the fans the way the programmer should. I just have regular fan relay that goes into the harness. Not the too expensive one in the magazines. At this time I think only one fan comes on, maybe 2, at about 180 to 190.

I looked for the flyers and all I found was a nasty stripper G string, used. They blow all around too
