Default programming tire sensor

Does a new tire sensor have to be programmed by the dealer or is there a cheaper way?

The highest cost part of installing a new sensor is in getting it installed in the wheel. To train it all you do is put the car in tire sensor training mode and place a magnet next to the sensor when it is that sensor's turn to be trained. The service writer can do it in the dealer's parking lot or you can do it at home after you buy a 99 cent magnet from Radio Shack.
