CAGS forces the 1st to 4th shift under certain conditions. You should be able to find them in the owner's manual (engine temp, speed, throttle position).
The bypass eliminates the forced shift.

If you want to get rid of CAGS, like I did, find a local tuner to remove it with LS1-Edit. I was able to find a tuner to remove CAGS, adjust my fans, etc, etc, for around $100.00.
