Some builders provide them standard (including elevated cost) and some don't to save you from having to buy something perhaps you don't need. But, if you take the core route and supply valvecovers, front/rear covers, and pan... you should get those back all cleaned up with new gaskets/seals... bolted up with a motor essentially ready to drop in.
Generally long blocks are minus the covers, unless the customer supplies them. Having the motor arrive to you with all of the covers on it is the best way to go. It's hassle free and you don't have to worry about anything getting in your engine. We prefer to ship engine all buttoned up.
