The first time I removed the wheels I noticed that on each wheel 2 of the 5 studs had thin washer-like stampings on them. These things had little tabs on them to engage the stud threads. I assume they served some purpose during assembly at the factory. Can I safely discard them? Sorry if this is a dumb question, but I don't want to throw them away if they serve some purpose.
It' all about a safety issue at the factory. The washers keep the rotor in place until the brackets go on, so nobody gets hit on the foot or the head with a rotor. :chevy
Thanks for the prompt replies. I figured they must have been used for that purpose - just wanted to make sure. There was an amazing amount of rust in the area of the studs for a car built only 3 months ago today.
Get a wire brush (or wire wheel if you have an air/power drill.) and clean that rust off of there.
VR
I used a wire brush and a wood chisel  to clean most of the rust out of that area. Then I painted it with Rustoleum rusty metal primer. I'm thinking the contact of dissimilar metals - steel and aluminum - might have accelerated the rusting process. A lot had accumulated in only 3 months.
