put a little fan right behind the filter to suck in some extra air that can be turned on/off with a switch? or make some extensions to the intake and have the fan activated with a valve (use your imagination :D)
If you want a general idea of how much air you need to move, stand behind your car at a dyno day. On a cold day, you can quickly feel the flood of warm air pooling up around the back of the car.
Put another way, your air intake is like a shop vacuum. Pointing a fan at it isn't going to gain you anything. That's why you need a powerful blower and real forced induction to get appreciable gains. The big fan's up there on dyno days to help cool the engine, not to force any air into it. :)
