Ahhhhhhhhhh... now it all comes together! This fills in the missing pieces of the puzzle!!! Now it makes sense why I got the warning AND why my steering column was not locking at all with the old (defective) battery still installed. So much for my hope that the 2001 recall had been done on my car (and just not properly recorded).
Unfortunately, the new Optima Yellow Top has brought the steering column lock back to life... meaning it is fully functional again. Damn!!! Now I either must wait for the 2004 recall or take my chances with a CLB in a '98. Life sucks and then you die.
my 2000 mn6 locked today , i got 1 msg that said " pul the key and wait 10 secs" which i did, no result, i got a 2nd msg that sadi " steering column lock", so i called the nat'l help line in the front of the vette manual, the 1st person sadi to disconnect the battery and wait 5 mins, i did that and got no result, called a 2nd time, thsi person said to pull hard on the steerring wheel as i turned the key on, no result, my nice yellow vert is now out in the rain waiting on the tow truck to deliver it to the dealer to fix the problem. by the way, had the recall done 4 months ago by dealer. i dont know anything about the bypass, but, that sounds as if that is the only way out

i wired up a trickle charger on mine to prevent this from happening

If recharging the battery would cure the problem software could be written into the pcm to reset the lock, when the battery was charged... software has already been changed twice...

I believe his comment was in response to my nuisance warning issue set off by a bad battery that was apparently unable to engage the steering column lock (i.e., it stalled it in the unlocked position). Replacing the battery with a new one cured that problem. Note that simply recharging the old (defective) battery did not help or solve anything.
For better or worse, the new battery has brought my steering column lock back to life. It is fully functional again (which is probably not a very good thing!!!). The only important point here is that a bad battery can impact steering column lock operation and/or cause nuisance warnings. I think that member was just saying that he wanted to avoid a weak battery as one potential cause of steering column lock hassles.
