taillight issue

taillight issue
Hi,
I have a 2000 FRC, and a strange tail light issue has came up. Passenger side taillights lights up fine with the turn signal, and with the headlights on, but will not come on when the brake lights come on.
At first, i was thought maybe bad bulbs, so i replaced both, and the same come on for everything but brake lights.
Here is the interesting part, with the car ignition off i put on the hazzards. drivers side flashes, passenger does not. i put on the passenger side turn signal, and it flashes now with the car off.
Anybody have had this happen, or could offer some insight that would be great, thanks!
