Default Seat belt problem?

My drivers side seat belt ( the lower part by the seat adjustment controls) will not extend out it is locked. The top part of the belt is fine.

Has anyone had this problem, if so how did they fix it . Does anyone know if this has been a recall issue?

I had the same issue with mine. It seems there was a factory mod that involved putting a slotted guide around the belt in the retractor that was meant to prevent the belt from twisting. What I found was that this clip came loose and jammed into the retracting system. I wish I had taken a pix so I could show you but if you look in the belt slot with a light you may be able to see it. Its got two little nibs on the end and a slot. It opens like a clam to suround and clip into place. Once I pulled apart the belt assem. the first time and picked this out (and discarded) and saw how it was fastened, I was able to squeeze a long needle-nose pliers in and extract the other side's belt slot without disassembly. I bent the thing but didn't care since I was getting rid of it anyhow. Good luck, hope this helps.
