No chip. The C5 uses a PCM which can be programmed with a hand-held tuner (Hypertech/Predator/etc) or better yet custom tuned (on a dyno with a W02) using LS1-Edit or HPTuners.
Seems like the experience here on the Forum points to a good tune on a dyno by an experienced tuner. I would do more research before you spend hundreds on a hand held. Anyone else ??

the C5's tune the same way that your '96 CE would get tuned. it just uses different software.
looking at your current mods, you have a K&N filter, LT headers, and high flow cats.
you should have tuned the computer in your '96 for these mods.
if you didn't, there is more power to be gained from your setup.
I have a blackwing air filter, and a GMS MAF. I tuned my setup using a MAF translator and autotap.
as of the last dyno session I'm running 2% lean and making 324Hp and 334ft-lbs/Tq at the rear wheels.

for only AFR tuning ... I'd agree.
But there's more to having ones own programmer than just AFR. And a tuner probably won't get the (A4) shifting, line pressures, fan temps exactly like you want it the first time.
