I'd don't think the "C" in CAFE stands for all the products a company builds. This constraint has to do only with the mix of Corvettes that is been built thus far.

Actually the "C" stands for Corporate and the mix of Corvettes affects all other cars sold by GM. Problem GM is facing right now is that small cars are not selling that good; while the larger cars are selling, so this affects their Corporate Average Fuel Economy standards.
However, is this the actual reason for some Vettes not being built, or is it supplier problems?

We make the transfer case for the Hummers. That's all I know about them.

I believe GM gives Corvette a CAFE "budget." The slightly-better-economy base six speed and tall auto allow for some Z51s.
Trucks are held to a separate CAFE number, so Hummer sales have no impact on Corvette's CAFE mandate.
