Its a real long shot and Im not even sure it could hit but check the airduct that comes from lower front airdam up towards the tires to cool the rotors.. if it came loose and somehow is protruding more it may rub... then again you would hear something even when stopped and with wheel fully turned...
This only happens at 15 MPH? On asphalt or cement? in any case bumpin it up to see if someone has better insight... dont think Im being of any help to ya...
Hard to tell what a noise is from a description. Are you turning the wheel to full lock? If so it could be just the normal power steering noises you hear on almost any car. It could also be the tire rubbing but that is not likely unless something under the fender is out of position or you have lowered the car.

It almost sounds like a rubber ducky being squeezed really fast.... and the wheel is not full lock.. so if im going lets say 35 and i cut the wheel hard left that sound is heard above the front right tire..??
Hmmm given its repeatable and none of us have come up with obvious simple things I would suggest a trip to your dealer. Letting these little things go for a while may end up making the problem worse...
Good luck with it and let us know what they find out...
