MSO? Manufacturer's Statement of Origin? Verifies build data, weight, etc, compliance with state and federal laws applicable to cars (emissions, safety, etc). Means you have to apply for original title yourself, sending the MSO to the DMV (ASAP, BTW) something the dealer does when you buy a new car. Check with your DMV to see what hoops you have to jump through to get a title with an MSO.

"Normally" a MSL is a Mechanics/Storage Lien. I believe that the MSO is what he/she is referring to. The State issues a title, not the mfg or dealer. In most states, you only get the "title" when its paid for, the lien holder holds it till then.
