I wish there was a glossary on this forum so I would not have to keep asking about abbreviations but what is a 2L and 3L option package mean? I'm a first time Vette owner and a new member to the forum so please be patient with me when I'm asking dumb Questions.
For non-Corvette-specific terms like IMHO, BTW, WTF, etc., bookmark Urban Dictionary. It covers pretty much everything. http://www.urbandictionary.com/

Yeppers.
Standard paint is base coat and clear coat. Premium is base coat, tint coat and clear coat.
The main reason GM charges more for these colors is that they can. We C6 fanatics like to rationalize our choices by coming up with reasons why Monty Red should cost more than Black. In reality the cost difference between these colors at the production level is marginal. Many of these colors are available on other GM products and they don't charge more for them on lesser priced cars.
Not sure about Canada, but GM does charge for certain paints in every product line(not sure about Saturn) from Caddy to Saab. If you think $750 is alot, check out what BMW and Porche get for some of their paints.

I am not saying GM is alone in this. All the manufacturers do it because they get away with it. If you look at Mercedes they charge extra for ANY metallic paint on their lower cost cars like the C-class. However as the price of the car goes up at Mercedes all the paint colors are no cost. This makes more sense to me since there is higher profit margins on the more expensive cars. The C6 is the most expensive Chev that GM makes. There should be no extra cost for a certain color.
My understanding of the Velocity Yellow and Monetary Red was that they both received a tinted clear-coat. As more than one person has posted that they get a clear coat on top of the tint coat, I asked the paint people at the plant. This is how it is done no matter what you have heard elsewhere.
Both colors have a prime coat, base color coat and a tinted clear coat. NO clear coat over the tint coat.

So MR and VY aren't "thicker" than non-premium paints
in 1963 Chevrolet offered Sebring Silver paint as an $80.70 option on Corvette (1.8% of base MSRP of a new coupe)... $750 for VY or MR in 2006 amounts to 1.6% of the base MSRP of a new coupe... if you want a shock for paint prices, check out Porsche... on some models there are only 3 n/c paint choices, some of their metallic paints are a $3000 option!!!

We gladly apid the extra $750 for our Mag Red!
Couldn't agree more!
Magnetic red II is the prettiest color they've ever put on a vette. It dazzles the eye in bright sunlight with it's deep, candy apple tints and metallic flake.
