There are some delays designed into the outdoor temp display:
If the outside temperature goes up, the displayed temperature will not change until:
• The vehicle’s speed is above 10 mph (16 km/h) for five minutes.
• The vehicle’s speed is above 32 mph (52 km/h) for two and a half minutes.
These delays prevent false readings. If the temperature goes down, the outside temperature will be shown when you start the vehicle. If it has been turned off for less than three hours, the temperature will be recalled from the previous vehicle operation.
Most likely it's a loose sensor wire or a bad sensor. I'd start by checking the wiring connection to the sensor. It's down low on the passenger side of the radiator shroud, IIRC. You could also try resetting the temp display by pulling the fuse to the climate control and reinserting it. If neither of those fix it, I'd take it to the dealer.

I know thats what the manual says, but here in TX I get to work when the temp is say 60 and after work when the temp is 100+ the thermometer instantly says 100+ when I turn on the car. No delay.

Mine does the same thing. I don't think the manual description is completely accurate. As long as mine car has been off for a while, it shows the current outside reading at start up. But I have also observed the time/speed thing.
