While I really don't remember the car getting that dirty on the drive to work today, I came out about 4 hours later and saw that. Yes, cars get pretty dirty when it's gross outside. But it's those clear places allll over the hood that concerned me. You could kind of smear them around a bit, but for the most part it was just sticky. No odor either.
All I had was a microfiber towel and a bottle of windex. I sprayed some on and wiped away, and after a wipe or two, the 'blobs' would come off.
I sprayed the windex all over the hood and let it soak for a second, and that's when some of the places, especially in the middle, would turn into a yellowish white and then would have to be sprayed again and rubbed some more to get them off.

That is really weird, don't think it's bird stuff. The droppings are too small. Looks like someone threw a bucket of something on your car..I say vandelism..
That stuff was thrown from almost the exact angle you took the photo. That is not something you got on road. The trailing edge is going at an angle across your hood.
No geese, no birds that I've seen lately. Nothing above the car to drip from either.
Its in a corner of a parking lot that I park in the same spot virtually every day. Although this week I've only been here once, today, from noon to 4, and that happens! I did go and rinse the hood and such off after I windexed it. Hard to go wash the car when it's 16 degrees out!
I'm hoping the ammonia in the windex doesn't do a number on the clear coat. Time will tell...

What it was is one thing, a professional shop should be able to get it off if hand washing doesn't but I would get lots of water on it as soon as possible to get the ammonia from the windex off before it adds to the problem
Take a good look at the angle of the splatter streaks and the head off into the parking lot and you should find something like maybe a bucket of paint (latex) or such that fell off a passing vehicle or maybe thrown over fence, etc.
This probably didn't happen in your 16 degree weather - but in warmer times, if there is road repair, with concrete....
The water runoff from new concrete, or even the water runoff where they are cutting old concrete with the power saw, looks something like this when splashed on a car.
And concrete is nasty, nasty stuff, even just the wet, sawed stuff. Concrete uses a chemical reaction to set up, and it will really mess up print.
About 6 months ago I inadvertantly parked next to a building that was being powerwashed. When I got back to my car,( not the Vette,) it looked exactly like yours. A quick trip to the car wash brought it back.
I've parked under a tree filled with mockingbirds (unknowingly) and never encountered that much poo on my front end before. Reminds me of the time a car in front of me decided to chuck their old nasty milkshake out the window at a high rate of speed.
I think it looks like some kind of concrete splash. You may want to invest in a professional detail. At the very least, post the pics in the car care section and ask for advice.
Looks like a salt brine mixture! Probably a truck putting it down in the pakring lot... looks like snow behind you? Trucks actually spray that stuff now.......... Looks like the blacktop is even stained white from the stuff........
Might want to ask whomever clears the parking lots!

That's why in Indy, the vette stays in the garage in the winter or when there is salt on the roads. I agree that it looks like salt brine spray from a truck that may sprayed your car. At least it won't rust.
