I think it's because the LAPD doesn't actually issue tickets - it's a different department. So they generate revenue, which shows they're doing their job, and keeps the higher ups happy all around.
Bummer about the ticket... It sucks that CA has that requirement, but it is the law, so really, it seems silly to complain and continue fighting it... just put on one of the brackets from Top Flight Reproductions - you can put it on when you park, and take it off when you go to a show, or for a cruise, or wherever it is that having a front plate on is such a bad thing.

The word is that it's about Amber alerts and crime. If some creep grabs a kid or someone robs a store they want plates on both ends to improve the chances that somebody or a highway camera, store security camera... catches it. I know there are no criminals driving Vettes and Vettes should be exempt, but it is what it is.

Any time a politician wants to validate a useless law, they pull the non-arguable "kid" card.
The law states you have to have a front plate. Amber alert or bank robber, you will be easier to spot and identify with a front plate.
We Vet owners choose to ignore the rule, and roll the dice. Here in Illinois most of the Police are cool and they get it. But at the end of the day, they have a job to do.

It's illegal to have a car PARKED w/out a liscense plate? What if you took it off to do some waxing underneath or something? Parked in front of your house?!?! I thought the law said something about OPERATING a motor vehicle w/out a plate??
