Haven't had many good days to take out vert in the past 5 weeks, but in the times I have I noticed that when you start off slow and shift into 2nd the shift wants to go into 3rd. 3rd or 4th? Sounds like you are getting the 1-4 skip shift. If so a CAGS eliminator (about $20) from a forum vendor, will take care of this annoying fuel saving "feature"

If it is a MN6 your car is finding the CAGS (computer aided gear selection). It will lock out second gear on low speed shifts. The details of which can be found in your owners manual:
One to Four Shift Light
(Manual Transmission)
When this light comes on,
you can only shift from
FIRST (1) to FOURTH (4)
instead of FIRST (1) to
SECOND (2).
You must complete the shift into FOURTH (4) to turn
off this feature. This helps you get the best possible
fuel economy.
After shifting to FOURTH (4), you may downshift to a
lower gear if you prefer.
Notice: Forcing the shift lever into any gear except
FOURTH (4) when the 1 TO 4 SHIFT light comes
on may damage the transmission. Shift only from
FIRST (1) to FOURTH (4) when the light comes on. This light will come on when:
• The engine coolant temperature is higher than
169°F (76°C),
• you are going 15 to 19 mph (24 to 31 km/h) and
• you are 21 percent throttle or less.
You can either alter your shifting habit to be faster than 19 mph or above 21% throttle to avoid this or install an aftermarket CAGS defeat.
The CAGS is in place to help GM's CAFE (Corporate Average Fuel Economy) and to help the Corvette avoid a gas guzzler tax.
