If the engine is certain temps and you're accelerating at certain speeds, you cannot shift from 1st gear to 2nd gear. You must shift from 1st to 4th. The car will lock you out of shifting from 1st to 4th and a light will come on the dash telling you that. The CAGS eliminator defeats that and lets you shift 1st to 2nd anytime you want.
This light will come on when:
• The engine coolant temperature is higher than
169°F (76°C),
• you are going 15 to 19 mph (24 to 31 km/h) and
• you are 21 percent throttle or less.

As JimTN said, it's no problem after you learn the above mentioned. It actually comes in handy when you are stopped by every stop light from one end of town to the other. Saves a little on the left leg.
Congrats on the new Vette.
