If they're OEM factory, I'd head back to the dealer . . I wouldn't think they should rust unless they've been scraped or scarred.... if they're aftermarket, try chrome cleaner or Semichrome with very fine steel wool.
If the "barrel" - - inside the face of the rim-- is showing rust, I'd suggest cleaning them as described, and potentially coating them with a clear sealer. Absent that, take them to a custom wheel shop to be cleaned, polished and sealed.
