The ls2edit firmware editing program is used by the tuner to change a number of engine parameters. One of those is the setting of the rev limiter. Whether the rev limit was actually changed when the edit was performed would be up to the tuner doing the work. In other words, the editor is a tool used by the tuner, like a screwdriver would have been used on an older non-computer car. It allows him to make changes to many of the factory settings, if he chooses to do so. It isn't likely one of those changes would have been to raise the rev limit, unless valve train work had been done to the car to allow the engine to safely rev higher.
