Default Passenger Floorboard

Just got my new Vette. Was curious about the opening on the passenger floor board where the computer is. The very top of the carpet does not cover everything. Looks like something missing? Normal??

That's covering one of the Corvette's two fuse boxes. Maybe your covering didn't quite reach all the way to the top of the toe-board covering the fuse box.

From the owner's manual.
Instrument Panel Fuse Block
The instrument panel fuse block is located on the passenger’s side of the vehicle, under the instrument panel and
under the toe-board.
Remove the carpet and toe-board covering to access the fuse block by pulling at the top of each corner of the panel.
Open the fuse block cover to access the fuses.

Its normal if I understand your question correctly. There is a gap at the very top.
