If they did not screw it on, you should be fine. Just use a heat gun or maybe a good blow dryer, heat it up and pull it off. I think there are two adhesive pads holding it on. Clean off the remaining glue (many products out there for this). Your paint under there should be fine.
Take the plate off first to see if any screws were used to attach it. Good luck.......
Yes do this before doing anything else, if there are screws mounting the bracket to the bumper, then you really can't do much.
If there are no screws the bracket can be pried off of the bumper, fishing line can be used to cut thru the adhesive. WD40 will aid in removing the adhesive, just take your time and becareful not to scratch your paint.
Also try to do it as soon as you can, the longer you leave it on the more the bracket will leave a mark on your bumper.
