All Corvettes operate in a 50 state legal emmissions manner. The hardware used to assemble them is all the same. The problem comes down to a matter of a label under the hood, different states have different labelling requirements which can be found under the hood near the radiator or the fuse box as I recall. You can also tell from your RPO code list in the glove box if the car was made to California emissions or Northeast emissions.
The order code for the California State emissions is: YF5.
The order code for the Federal emissions is: FE9.
There are also a separate emission code for Connecticut/Maine/Mass/NY/PA/RI/Vermont: NE1
The dealers can also order a Federal emissions override (NC7) which lets a non-CA dealer order CA emissions.
