tough call. it's warrantied by GY. I'd say, call the dealer and ask the Svce. Mgr. what he wants you to do. Most likely, it'll be go to GY store. Call first to make sure they can handle runflats and find your warranty thing in/near your owner's manual first so you have it in hand.
I had the same thing happen and the dealer said there was no warranty for road hazard damage. (which this type of bubble is almost certainly caused by) I then went to GY store and talked with them and they said the same thing. I had to go home and find the GY tire warranty brochure to prove it to them that they have to pro-rate it. The GY store finally agreed but said they couldn't do runflats in this size. I had to go back to the dealer and they sent it out to a custom rim shop to do it.
All in all I would start with the dealer on this one, but be sure to bring the GY tire warranty brochure in case they try to deny you.
I wonder how many GY dealers truly don't understand or know about the GM deal with GY? It sure seems that most GY dealers immediately try and DENY all claims on road hazard damage. Seems like GY corp ought to educate their dealers about this one. Perhaps the dealers know and are simply trying to jam a customer for full boat replacement. Sure pays to look at the fine print when you buy something........
If it's a flaw in the tire itself, should'nt it be replaced for free? And, what kind of dealer won't help a customer after spending that kind of money for a car? I'd go to the owner of the dealership himself. Just go to customer relations and ask to speak to the boss.
Take it to GY, not to the dealer. The tire warranty is from GY, not Chevrolet. My GY dealer is a Corvette enthusiast and is fully aware of the run-flat warranty that comes with the Vette. He took care of a GY problem on my old C5 (when it was new) without any hassles.

Just take your GY warranty brochure with you.
Happened to me with less than 1,000 mi on the car.
The bubble is from hitting a pothole. Trust me, you hit something. It might not have felt like much, but it was enough to cause the sidewall seperation.
Goodyear Dealer only charged me for the disposal of the old tire.
Warranty is for only the first year of ownership. After that you're SOL.
Goodyear ordered new tire no charge but unless able to find one at another dealer, they are back-ordered 4-6 weeks now. Seems these tires on the Vette come with a 12 month road-hazard policy.
