No. It is just a new Ipod Nano that plays video. I don't think the PAL is even out yet.

Yes it goes under the center console. You can also put it in the glovebox if you want too.

Unfortunately I can only do factory GM performance mods and they don't make anything right now for the 2008 Corvette besides the exhaust.
