He means top speed will be 186 mph in 5th gear (MN6) as that is all the power the stock engine can produce against the resitance of the wind, if you try in 6th gear you won't even get to that speed.
So to recap, there is no governor on the C6, simple physics will limit your top speed.
Stick your hand out the window at 80 MPH, then hold it so your palm faces the front.......now think of that kind of frontal area on your car....simply put, the car runs out of HP to push the air any harder. It takes much more than double the HP to double your speed.........
No governor in the A6 as well, but why worry about that don't think you will even get close to 186 or in that vicinity. I can tell you at 160 it is breathtaking but the car is stable at that speed and with more power on tap.

probably, but just as importantly is that the car is mostly stable and secure at higher speeds. I believe most cars have a govenor on there because after certain speeds they are not stable, and for example they do not come with speed rated tires. You can get a Honda going 150 downhill, but on H tires it aint gonna last long.
