So what are we supposed to be using now in cars originally calling for Dex-Cool?
Should I run out right now and drain the old Dex-Cool from my `96 Monte Carlo and replace with something else?
I've noticed in the coolant overflow tank that the Dex-Cool tends to get thick and "muddy" after a while. No problems with car at all in over 110k miles and 12 years though... think I only changed the coolant once or twice since new.

If you haven't had any problems, more power to you. I believe that the settlement is for people who have had to spend money to get problems related to Dex-Cool fixed. However, 'thick and "muddy"' fluid in your overflow tank would make me think that a change (at least to fresher Dex-Cool) might be in order.

sounds like air is getting in to the system and this will cause the muck.
