Table of Contents error.
Basically your cd player doesn't like that CD, or it doesn't like CDs. When my (single disc) player started giving me that msg. I wound up needing a new head unit.
I also got the msg. "CD READ ERROR" along with "TOC ERROR" when mine went out.
